S31 MISSING BILL OF LADING
ISF should be
filed at the lowest BOL level.
If the carrier files a MBL but no HBL's are filed, CBP assumes the ISF should be filed as a HBL.
The ISF filer needs to work
with the carrier to determine if the carrier needs to change the BOL type to Regular.
ISF filings require good communication between the filer and carrier.
